OceanSOS: Pioneering science-led pathways to a safe and just operating space for the global ocean
OceanSOS is a transdisciplinary Horizon Europe research programme striving to advance European leadership in global efforts to maintain ocean integrity and health in an era of climate change and emerging anthropogenic threats
A new 4-year Horizon Europe Project 1 May 2026 - 30 April 2030
Oceanic food webs provide vital ecosystem services including nutrient cycling, climate regulation, and food security. However, as existing and emerging human activities venture deeper into the high seas, we understand very little about how cumulative pressures threaten biosphere integrity.
OceanSOS advances the science of emerging ocean threats using a data-driven threat intelligence lifecycle. By enriching existing data with advanced physical-biogeochemical coupled models and dedicated offshore research expeditions, we downscale the planetary boundaries framework directly to Areas Beyond National Jurisdiction (ABNJ).
Our mission is to provide regional, European, and global decision-makers with the scientifically robust limits and actionable guidance they need to implement proactive precautionary management before critical tipping points are crossed.
The 5 Strategic Objectives
Identify Emerging Threats
Tracking risks to high-seas food webs over short, medium, and long-term horizons using a threat intelligence lifecycle.
Operationalise Safe Operating Space
Establishing fully functional regional Safe Operating Space (SOS) frameworks with competent environmental authorities.
Assess Cumulative Impacts
Characterising vertical carbon flows and the biological carbon pump across the full size-spectrum of marine life.
Inspire Global Action
Informing public literacy and policy via actionable guidance and an immersive, digital planetarium show.
Evaluate Equity & Economics
Assessing the generational and societal trade-offs of emerging high-seas uses and mesopelagic fisheries.
